Question:
Suppose the government did decide to increase taxes to pay for extra spending, and suppose it had just three options: to put up income tax for all taxpayers by 1p in the pound to 26p, to put income tax up only for higher taxpayers, but by 5p in the pound to 45p or to raise VAT by one percent to 18 1/2 per cent on all taxable goods and services.
